Who are we?
The HR department belongs to the office of the municipal director and has the overall mission to implement the municipality's personnel policy. By guiding, supporting, and directing within the HR area, we aim to create good conditions for managers and employees. We work closely with the operations to ensure that Norrköping Municipality is an attractive employer for current and future employees.
The HR department is organized into four units: the competence supply unit, the payroll unit, the negotiation unit, and the HR unit. The competence supply unit consists of a team of HR administrators, HR consultants, and HR specialists who work together to ensure quality and create uniformity in matters related to competence supply, staffing, and recruitment.
The staffing center belongs to the competence supply unit and has the mission to quickly adapt the organization to new conditions while also utilizing each individual employee's competence. We have the municipal joint responsibility for issues regarding LAS such as vacancy assessments, conversions, priority rights, and redundancy.
The staffing center consists of 4 engaged colleagues who work closely together. We independently drive the work based on the mission and collaborate closely with other functions in the HR department, particularly colleagues in the negotiation unit, union representatives, and our managers in the organization.
You can find us in bright, open, and pleasant premises at Drottninggatan 26. In 2026, we look forward to moving to the newly renovated Town Hall.
Your tasks
As an HR administrator, you will work to create clarity for managers and employees in the organization regarding our staffing process through equitable assessment and handling of cases. You will guide and support managers in labor law matters, both via phone and email. Your work will be carried out in close collaboration and dialogue with your team at the staffing center.
You will administer the staffing center's work based on labor law and municipal joint routines. You will work in various systems and collect data and statistics in the area, which forms the basis for both the HR department's work and the offices' proactive efforts.
Tasks included are monitoring priority rights, conversions, and internally mobile employees. In this, you will handle vacancy assessments where you approve or reject recruitment needs.
In your role as HR administrator, you will also support your colleagues in the negotiation unit. This may involve tasks such as purchasing or meeting bookings.
You will be offered an exciting and varied administrative assignment in a larger HR organization where there is an opportunity to build knowledge and experience regarding labor law and other HR-related issues.
Who are you?
You have a university degree with a focus on HR, behavioral science, or another university education that the employer assesses as equivalent. You have previous experience in administration and service as well as work in various digital systems and Excel.
We consider it an advantage if you have experience working in HR and if you have worked in a larger organization, preferably municipal. You have knowledge or experience in labor law matters.
As a person, you are service-oriented and see it as important to maintain good and professional contacts. You find it important to keep a good dialogue with those you serve, investigate needs, and adapt your language according to whom you meet.
Furthermore, you take initiative and work independently with your tasks, where you have the ability to structure and prioritize based on the urgency or significance of the task. At the same time, you are a team player and work closely with your colleagues, sharing information. You discuss the best possible solution and ensure that decisions are made collectively in more complex matters.
You are a flexible person who adapts to new tasks and situations and has the ability to maintain a calm demeanor, even when there is much to do.
You have good knowledge of the Swedish language, both spoken and written.
